Who is NRT Group?

NRT Group is an infrastructure business enabling city transformation.

The NRT Group is led by its CEO, Phil Dark, and his senior management team. It directly employs experienced professionals focused on supporting all its partners in achieving contract objectives, stakeholder outcomes and tangible benefits for the people of Sydney.

Phil Dark- Chief Executive Officer

Phil is a senior infrastructure professional with over 35 years of leadership, commercial, company management, and complex project delivery experience. His diverse career spans executive and technical roles across organisations in the UK, Hong Kong, and Australia.
Since the early 2000s, Phil has specialised in originating, delivering, and managing large-scale Public Private Partnership (PPP) infrastructure projects.
Phil has been with NRT Group since its inception in 2014 and was appointed as CEO in late 2024. He was instrumental in the successful delivery and operations of the Sydney Metro Northwest (OTS1) PPP, and now the Sydney Metro City and Southwest (OTS2) PPP, together the M1 Metro North West & Bankstown Line (M1 Line), Australia’s first fully automated metro rail service and the country’s largest public infrastructure project.

Amanda Hayes – Finance & Commercial Director

Mandy brings over 20 years of experience in complex contractual management, specialising in the delivery and operations of Public Private Partnerships (PPPs). She has worked on major PPP projects in Australia, Canada, and New Zealand, culminating in the delivery of Australia’s largest PPP — the Sydney M1 Metro North West & Bankstown Line.
Mandy joined NRT Group in April 2019, bringing a commercially pragmatic, solution-oriented approach to risk and business management. She proudly represents the Financiers and Shareholders who provide vital support to the Project.

Robert Welby – Technical & Delivery Director

Rob is a Chartered Engineer with over 16 years of engineering and project delivery experience working on some of the world’s largest railway projects. Rob has worked extensively in multidisciplinary engineering and delivery environments on heavy rail, metro and light rail projects in Australia and internationally.

Rob specialises in rail systems engineering and engineering management and has worked for the NRT Group since 2019. Having been involved in the engineering and delivery of the Sydney Metro City and Southwest (OTS2) PPP since Financial Close, Rob was appointed Technical and Delivery Director in January 2025, and now leads the overall engineering duties on behalf of the NRT Group.

Kirsten Giunta – Communication & Sustainability Director

Kirsten is an experienced communications and ESG professional with strong leadership skills in corporate communications, stakeholder engagement, business strategy, and organisational culture. She brings over 20 years of expertise in project and crisis/issues management across large-scale infrastructure projects.
With a nuanced and strategic approach, Kirsten excels at navigating complex organisational and contractual environments, fostering stronger relationships and driving improved project outcomes in both delivery and operational environments.
She has been a valued member of the NRT Group team since 2014.

Peter Ifandoudas – Contract Associate Director – M1 Line

Peter has been with NRT Group since May 2020 and manages the Operations Phase Contract obligations for the M1 Metro North West & Bankstown Line (M1 Line). He oversees invoicing, reporting, and contract and risk management on behalf of NRT Group.
Peter brings over 15 years of experience in the rail transport sector, including project delivery, business improvement, and operational readiness for major projects such as the Waratah PPP and Queensland Rail’s New Generation Rollingstock.
Before entering the transport industry, Peter was an academic, completing a PhD in business and management.

Matthew Budrodeen – Commercial Manager

Matt is the newest member of the NRT Group, bringing expertise in contract management, cost planning, compliance, and procurement for major infrastructure projects.
He has specialised experience in resolving large-scale claims and disputes through negotiation, settlements, arbitration, and litigation.
Matthew joined the NRT Group in 2023.

Steve Correa – Modifications Manager

Steve brings extensive experience in technology and asset management within contract management for large-scale rail infrastructure projects.
With more than 15 years in the rail industry, Steve has contributed to some of the largest PPP and maintenance contracts in New South Wales. At NRT Group, he focuses on managing contract modifications during both the operations and delivery phases of the M1 Metro North West & Bankstown Line and Southwest Metro projects.
Steve joined NRT Group in 2020 on secondment from Pacific Partnerships.

Katrina Milburn – Delivery Manager

Katrina is a vital member of the NRT Group team, offering expertise in document control, commercial claims, reporting, and contract management. She also provides office management and coordination support across the business.
Katrina’s broad background spans engineering, oil and gas, consultancy, and the not-for-profit sectors, both in Australia and internationally.
She has been part of the team since 2018.

Rebecca Bassett – Operations & Contracts Manager

Beck offers extensive knowledge in operations, commercial management, and contract oversight. She is also highly proficient in document control, with expertise in establishing and managing project document control systems.
Beck supports the day-to-day operations of the M1 Metro North West & Bankstown Line and leads the management of NRT Group’s retail and advertising interests.
She has been with the team since 2018.

Shiva Farahi – Document Controller & Administrator

Shiva is a dedicated and detail-oriented Document Controller and Administrator responsible for managing and transmitting official project and contract documentation at NRT Group.
Since joining in 2022, Shiva has supported the M1 Metro North West & Bankstown Line Operations and Sydney Metro Southwest Delivery. She maintains a strong focus on compliance, communication, and timely reporting, while providing coordination support across the business.
